Special Needs

The Kilinochchi Education Zone is home to 21 special education units catering to over 200 students with special needs. Recognizing the importance of specialized support for these students, SJC87 INITIATIVE took a significant step in 2019 by sponsoring five autism experts from the South Asian Autism Awareness Centre (SAAAC) in Toronto, Canada. Their mission was to conduct an initial assessment and develop a comprehensive plan to enhance special needs education in the region.



Challenges in Special Needs Education
- Inadequate Teacher Training
- Many teachers lack specialized training in handling children with special needs.
- Limited access to modern teaching strategies and specialized instructional methods.
- Lack of Standardization / Uniformity
- Absence of consistent curricula, assessment methods, and resources across different special education units.
- Inconsistent approaches lead to disparities in learning outcomes among students.
- Narrow Conceptualization of Intelligence
- Teaching methods often focus on conventional academic skills, neglecting the diverse learning needs of children with disabilities.
- Need for individualized education plans (IEPs) that recognize different strengths and capabilities.
- Other Challenges
- Transportation difficulties preventing students from attending school regularly.
- Poverty and unemployment making it hard for families to support their children’s educational needs.
- Multiple children with disabilities within the same family, increasing financial and emotional strain.
- Comorbidities, where children have more than one disability, requiring specialized care and teaching methods.
- Females with special needs often face additional barriers, including social stigma and limited access to tailored support services.

The Way Forward
Addressing these challenges requires a collaborative approach involving government agencies, educators, NGOs, and the community. By implementing SAAAC’s recommendations and investing in teacher training, curriculum development, and student support systems, we can transform special education in Kilinochchi and empower children with special needs to reach their full potential.
